Randy Helms hand-picked Tom Bailey, who voters have now recalled. He obstructed recall activities, showed up at meetings to disparage residents, and labeled those opposing Royal Pines as racists while calling Integrity Matters “vile.” On City Council, he supported Ford Amphitheater, Royal Pines, Ovation, Karman Line, Arrowswest, and the proposed downtown skyscraper — even refusing to allow a public meeting to discuss the issue despite a petition with over 7,000 signatures.

Subject: Respect the Will of District 2 — Do Not Appoint Randy Helms — Publish all Applications Submitted & Advancement Votes
Dear City Council Members,
I am a District 2 resident writing following the successful recall of Tom Bailey. First, it's the duty of City Council to publish all applications and which Councilmembers cast votes for applicants to to advance to the interview pool. This should be a fully transparent process from start to finish.
The voters of District 2 spoke clearly. This recall reflected widespread concern that residents were not being heard and were not being treated with the respect they deserve.
Because this vacancy will be filled by appointment — not by a vote of the people — it is especially important that City Council honors the clear message already delivered by District 2 voters.
Appointing Randy Helms would be a brazen disregard for that message.
Mr. Helms has supported major projects including Ford Amphitheater, Royal Pines, and Ovation all of which faced substantial and sustained opposition from District 2 residents. He also supported Arrowswest and refused to hold a pubic hearing to discuss the downtown skyscraper for which a petition of over 7,000 signatures was submitted opposing it. He knew that he would likely lose an election because of his repeated votes against his constituents.
This behavior has only worsened since he “retired”. At one of the first recall petition events at Library 21c, Mr. Helms stated that he had “hand-picked” Tom Bailey. Mr. Helms arrived early, took the stage and proceeded to disparage the Recall Committee calling leader Paul Carson a racist for opposing Royal Pines and Integrity Matters was dubbed as “vile.” He went further to complain to the library staff to have them removed from the building, deliberately impeding citizens' abilities to exercise their constitutional rights.
Taken together, these issues reflect exactly the type of concerns that led to this recall. Regardless of one’s position on development, this type of treatment raises serious concerns about whether residents are being treated with fairness, respect, and the ability to participate in civic life without retaliation.
Appointing someone who supported these controversial projects and has demonstrated the exact same disrespect to the residents of District 2 would not represent a new direction. It would continue the same approach that District 2 voters have already rejected.
District 2 residents expect representation that:
• Listens to and represents constituents
• Respects public input
• Prioritizes safety and transparency
• Treats people with decency and dignity
Voters in District 2 have demonstrated they are engaged and willing to act when they are not represented. That will not change.
City Council now has an opportunity to restore trust — or further erode it.
Please respect the will of District 2 voters in your appointment decision. Vote against Randy Helms for District 2.
