​But while neighbors are stepping up with honest conversations, dark money groups are flooding mailboxes with glossy ads. Thousands are being spent from hidden sources – but ask yourself: who is funding those? Thousands are being spent from hidden sources – but ask yourself:

Integrity Matters, Mr. Griffis, and Mr. Malone are locals who are transparent and accountable. By contrast, billionaire outsiders and their giant beaver mascot are trying to buy Palmer Lake.

⚠️ We’ve also seen obstacles to voting:

  • Names/addresses of petition signers and circulators published.

  • Refusal to coordinate with the county to save thousands and use secure electronic signature machines.

  • Confusing ballots with Spanish text (not used in Collbran, CO just months ago) and lies inserted by Shana Ball & Kevin Dreher.

  • Flyers and signs tied to Ball & Dreher lacked proper disclaimers or registration. Some signs even claimed “paid for by Friends & Neighbors,” a committee not registered with the Town.

  • No 24/7 monitored ballot box, even though the county offered one free. Instead, voting is limited to Mon–Thur 7:30am–5pm.

We worked for months to trying to get the Town of Palmer Lake to coordinate with El Paso County for two reasons:  1. The cost would be near zero.  2.  The signatures would be electronically verified via an optical scanner which reduces the risk of election fraud.  Initially, County Clerk & Recorder Steve Schleiker said the County would, could and preferred to coordinate with the Town.  Along the way, after numerous emails and alarming legal opinions by the Town Attorney in which he omitted the critical second sentence of the Town code not only allowing coordination but encouraging it via the Uniform Election Code, have given us serious pause about the voracity of this election.  We filed a demand letter with no reply.  We have reached out to the AG as well.

 

By the way, GovPro, the private company who is being paid $22,500 to do this, just ran a Recall Election in Collbran, CO.  We spoke with their Town Clerk and Town Attorney who BOTH told us that the process was GovPro printed and mailed the ballots and Mesa County processed them using their superior systems, election judges, etc.  The Town Attorney went further to note that it was Mesa County who gave them their results.  The Town Clerk of Collbran promised those records, free of charge, and curiously we now have to CORA them.  Meanwhile, we spoke to the Douglas County Clerk & Recorder who informed us that nothing prohibits a Title 31 Statutory Town from Coordinating with a Title 1 County in odd or even years as the Palmer Lake Town Attorney claimed.  Moreover, a Recall and Initiative can be done under Title 31 to gather signatures and the election be managed under the County/Title 1.  Disturbing, isn't it?

 

After County Clerk and Recorder Steve Schleiker changed his position, following telling County Commissioner Bill Wysong to go read a letter from him to the Town stating they would do everything but print and mail the ballots free of charge, we started to poke around and learned that Buc-ee's consultant Mark Waller is a paid lobbyist for Steve Schleiker.  When we objected to this, Mr. Schleiker sent us an email claiming he hadn't worked with Waller since 2023 yet CORA documents showed otherwise.  In fact, Schleiker's office paid Waller as recently as March of 2025.  In fact, here's a legal Declaration that documents that information.

 

Concerns have been raised about the Sample Ballot that shows numerous errors not the least of which is the structure of the ballot is of concern.  Here's a summary of the errors:

 

1.  Ballot lies:  Trustee Shana Ball and Kevin Dreher under recall inserted flat-out lies on the ballot. 

“The Colorado Municipal League determined that NO Colorado Open Meeting Laws were violated.” - Trustee Kevin Dreher Flyers & Ballot ​

 

The Chief Legal Counsel of CML called Integrity Matters President Dana Duggan on August 21st, 2025 at 10:51am to informed Ms. Duggan that those claims are false.  CML does not do investigations nor do they issue legal opinions.  They are a lobbying firm. 

 

“Allegations of misconduct have not just been unsubstantiated—they’ve failed in court multiple times. The lawsuit has been repeatedly amended and still hasn’t produced a viable claim, despite a judge’s order to submit a final version ...This is a clear indication the El Paso County Court does not agree with these claims and the lawsuit against the town will be dismissed.”- Shana Ball Flyers & Ballot

 

The lawsuit has been amended because Trustee Ball keeps adding violations. The Court never ordered a “final version.” The Town tried to set the operative complaint to before the profane texts from Ms. Ball’s allies Glant Havenar, and Buc-ee’s lobbyist Mark Waller, the Court said no and noted the

alleged offenses keep growing. And it’s not El Paso County Court — it’s the 4th Judicial District.

 

We notified the Town.  They refused to change it.  

2. There structure of the ballot, different than what Ms. Egbert did in Collbran, CO just months ago, makes it so voters may not get their top choice.  They should have a choice to replace each one recalled, but they separate the two.

 

The Town was notified by candidates and refused to change it.

 

3.  There were numerous typos and improper Spanish translation.  

 

We notified the Town.  They refused to change it.

The Town is also refused to use the County's offer of election judges and prohibit supporters of the Recall and the right for the people to Vote on Annexations by screening election judge applications.  This is also a Constitutional violation.  Because of the above and several other items like the Annointment process of Dennis Stern to be mayor so he could evade being Recalled and the rigged appointment of Sanitation Worker Mike Boyett,  who has been overtly hostile towards opponents of Buc-ee's, we strongly recommend you create a Declaration of your vote.  A Declaration is like an Affadavit without the notary.  So, we have created a

​Please follow the instructions and document your vote using the form provided.  We recommend you also take a photo of your filled out ballot and signature on the envelope and keep it for any election challenge.  After your vote, you can email your Declaration to us at:  integritymatterscos@gmail.com.  We will be monitoring and can use this information to identify any problems and correct them.  Tell your friends and neighbors to do the same.  

 

The Leadership and Buc-ee's Consultant Waller and his co-workers, Glant Havenar, Darcy Schoening, Shana Ball, Kevin Dreher, Dennis Stern, Laura McGuire, Tim Caves, Bob Gardner (Founder of Protect Palmer Lake & Outsider), Sarah Jack (Bob's partner and long time GOP political operative, Agent with Town registration of Protect Palmer Lake and El Paso County Planning Commissioner & Outsider), and some fella named Gleb who lives in Colorado Springs as walked flyers for Keep Palmer Lake Independent back in March/April.  Do you remember that text between Darcy and Glant where Darcy told Glant to come get the $20k check from Buc-ee's at Tim's house?
